Yes, one of the best ones is called Topaz Photo AI or Topaz Video AI, though there are a lot of free ones too, especially if you are prepared to take the time to set them up.  Just check your computer has enough power to run them before you buy.  I think there is a trial.  The key thing is to do a quality transfer first so that the AI isn't improving wonky images and such.
